That's why I do it, but I do understand it can be a BGS manipulation opportunity and a good way to quickly gain superpower rank with lots of quick to complete missions.
I did one in a system I was already familiar with and tried to capitalise on the BGS inf opportunity, but found it too confusing when handing in missions for completion to be able to reliably tell who was gaining from it (the NPC picture was the only clue) so in the end I just selected cash every time. This was in fed space but I'm already an Admiral so I kinda felt duty bound to rally the troops & roll my sleeves up.
How rank is accumulated is one convoluted mess, no doubt.
It’d be challenging to intentionally design a less clear mechanic.
And I thought warframes focus was convoluted...ED takes the cake...although wf’s focus take the socialism cake, what a joke. You make 3.5x the focus off squad mates kills than u do ur own, leaching abounds.

IMO - you'll just be adding to the already huge piles of cash SC has collected from the suckers, errrr uhhh, wise investors who have - well only GOD knows when they'll see a return. Good LUCK!

The faction that gives the mission is not usually the same as the faction taking the refugees off you at the end. If you are just looking for Fed rep you could take the rep option for every mission.
As an alternative if you don't have a vested interest in that particular system you could try another. Seems like you are frustrated that you cannot find a perfect storm. I ranked up with the Feds (years ago now) mostly with data delivery missions in a Cobra MkIII.
If one part of the game is frustrating or you think it's bugged, do something else for a while. I can't fight a war in my home system (can't lose it either it seems, so not a big problem) so I've just gone scavenging for a bit on an icy moon nearby.

Actually, I think the mission system is broken.
Just picked up my 3 “DELIVER TO-WOGAM BRIDGE” but when I turned them in not a single one was for Wogam Bridge.
Idk if these devs actually know their own trade...or the real talent left because the brass are IIIIIDDDDDIIIIIOOOOOTTTTTSSSSS.
This is an inconsistency tantamount to complete incompetence.

I shoulda known better than to complain...Wogams influence has plummeted from almost 87% to just under 20% in 24hrs and I’m lucky to get 1 mission out of 60 (that’s 3 trips) that actually gives fed rank.

The mission system seems pretty jacked. I took a triple black box retrieval cause it was fed rep++++. When I turned it in, the only rep option I had was rep++ and it gave me no fed rank.
