How do I get Dangerous Status without combat?

You mean the combat rank?
You don't, same as you need to visit some planets and stars to move up in exploration ranking.
fly backwards in and out stations may help lol.
I suppose if you work in a confined office with other people, curried eggs for lunch might be considered dangerous.
Hire a crew member and have him attack wanted ships with a fighter in a LOW RES. Keep max pips to SYS, have report crimes turned on, keep your ship near the popo, and wait a very long time until your crew member ranks up for you.
Note: I believe that you will get combat experience this way, but I’m not positive and I’m not going to check because I think it’s a ludicrous idea. I’m sure someone will confirm or refute that this might work. FWIW, if you want combat rank, do combat like everyone else.

Ganking- because shieldless T-9s blow up so quick it can hardly be considered combat.
You can "accidentally" ram people to death and rank up like that.
The same way you reached Master but do it a lot more.
Spend a couple of thousand hours multi-crewing with a friend who does do combat?

I am not sure if it was a bug (and if it was that they fixed it) but I was about 5% Dangerous when EDO released. Then I did nothing but on-foot and did loads of scavenger and on-foot CZ runs.
Then one day to my surprise the "You made it to Elite" message popped up. My on-foot kills contributed to me being a pilot in Elite!
I was a bit sad actually because I'd like to have achieved it by ship combat, but hey-ho.
