Robigo Mines to Sirius Atmospherics is renowned for earning 80+ million per hour in a shieldless Python. But you also get allied with Sirius Corporation required to gain access to Marco Gwent and it is the best source of these three materials. You do need to committ to going out there to fully stock up to make it worth the 550ly trip out there.
Never did them but it might have been from Sothis or Ceos, Robigo might have been something less savoury like slaving.

Have they fixed them now? For the longest time, even if you could find a famine system, they either weren't spawning or were empty.
Well they did say ‘back in the day’ and I thought the Bio Waste runs were about the same time.
I never did any slave runs but the poo carting gave me a nice little nest-egg back then when credits were still credits.
Modified Embedded Firmware, Biotech Conductors and Exquisite Focus Crystals are common mission rewards for missions you get if you are allied with the issuing factions
So you dont really need to get to Robigo to get those, but however Robigo makes it easier because with a proper Python build you can stack 7 missions per run with 4-5 of them offering G5 materials.
This is harder to match for non-passenger missions, but still, those materials are common rewards for allied missions

Robigo is a trek and I recon worth it for newer players with little or no stocks of these. I do indeed manage to keep my stock levels of these topped up enough just from missions I find locally. It's probably a once ever venture to max out your stocks in Robigo and then top up occasionally with local missions.
Are you using an OA wake scanner or a lower grade?
I've always used an 0B or 0C as the power consumption on the 0A is so high for so little gain in range. Maybe the 0A makes obtaining DWEs more likely.
I'm still curious as to why I almost never get them. Maybe it take a big Type 9 to generate them...
The combination of an 0A Wake Scanner (maybe) and a famine relief distribution centre is somehow magical and generates DWEs when virtually no other high wake signal does.
It's the first time bar 1 single DWE I've ever been able to collect them without trading.

Only FDev knows. I got 9 units of DWEs and some lower grade mats in about 10 minutes.
If you can't find a famine system with a distribution centre, you're out of luck.

While the robigo suggestion is a decemt one as you get to farm many mats and rep and good money all at the same time, when it comes to just getting encrypted mats, the first comment has you covered - jameson's crash site reload trick. Literally 20 minutes there and you have a full stock of Adaptive Encryptors Captures, one of the grade5 encrypted mats, that you can then freely trade off for whatever other encrypted mat you need.
