If Delaine had been gifted the system in Powerplay it would have needed to happen at least at Fortified level to survive, but I don't think there's any implication that that would have happened. Kaine didn't lose Winiama to Mahon as a result of that CG ... on the other side, Winters wasn't gifted LP 855-34 after winning that CG (it's currently very gradually drifting towards being acquired, still)

None of the four CG pairs so far have had any Powerplay effect (and nor have they said they would) other than the expected side-effects on Powerplay of high system traffic.

Yeah, that's why we defined this CG as "hybrid", given it's been based on BGS conflict framework and a pledge wasn't even required to participate.
