I don’t think the protect CG mentioned reductions at all, which means they are set by where this CG finished.

The price reduction was only a global reward for the trade CG, not the bounty hunting one and is available to all CMDRs in the galaxy, not just those who participated in the CGs. As such the level of discount is set by where the trade CG ended up, not the bounty hunting one.

It's point defence, not chaff. You can tell its the double engineered one by looking at the shot speed and range stats - they are significantly increased, on top of the lightweight mod.
