It's all a front. It's obvious he's expanding the kumo burguer chain in so many far away locations. Easy CG with an easy goal? Way too fishy.
There's also a mystery - which minor factions are going to be in these newly populated systems? If this was an initiative from a superpower-aligned power, it would be natural to have factions of the same alignment. For Coalsack as part of Sirius you have a bunch of Sirius-related minor factions. So for a Delaine project...

And the Coalsack ones have mostly been retreated - Mining and Corporation are entirely gone from Coalsack.
Definitely it'll be interesting to see how they set them up.
uh so I showed up at hip 10792 and there was nothing there. I assumed I would sign up for the CG at the drop off point, but I guess I have to go all the way back to kumo HQ to sign up? Also, though I enjoy being an ole, I like this game and the CG's. ... maybe it is better to concentrate players in a single region, though? ......also I can only legally gank and kill players with an opposing PP right? I want get sent to jail if I stick to that rule?
How the hell did you reach the conclusion you have to go to HIP 10792?
Sign up at any BBS at any station with BBS board.
Anarchy systems give no bounty at all, anything goes.
PP v enemy PP will get you a PP bounty, only visible to other PP players.
Attacks in non-Anarchy get you a bounty from System controlling faction. Only shows up on KWS in other / non bounty issuing faction space, appear as 'Wanted' to all players in same faction space.
All bounties can be paid off at Interstellar Factions regardless.
Attacking for 'no specified reason' especially in noob heavy systems may get you blocked by players.

Stations cores are built at an existing populated System first... then capital class hyper jumped into their operating system... once there Core is in system, stations are then expanded...
The CG decides how many cores are built ... they have not built any cores as the CG has not decided how many cores are to be made... There will be nothing in the system because there is nothing built as the cores are not made yet as there have been nothing handed in...
CGs have to be completed before the number of systems is decided...
Thats the hole task of the CG to select haow many station cores are built... It will take upto a week "after" the CG completes to move the stations to systems...

They just rebalance the bounty hunting CG prize money...

I know that there's profit to be made fetching and carrying, but considering that the other CG is topping out at 32,000,000 and just at Tier 1 this one seems a touch on the light side.
Yes. There are always numerous more profitable ways to make money. If there isn't another incentive, or you can't find one personally, to participate in a particular CG, there are better uses of your time.
I'm fully aware of that... that there's more profitable ways to earn credits in the game.
It just appears that the current rewards are skewed, especially when you compare them against the recent medicines CG's where they also threw in additional rewards.

I wouldn't call them skewed. The next CG can't always have yet a better reward. But I do adjust my effort accordingly.
