Newcomer / Intro Delivering Liberal Propaganda

I have pledged to Felicia Winters. Received some liberal propaganda to deliver to a preparation system, found the system in the galaxy map and set course. However, upon reaching my destination there are no space stations to dock at, no contacts, nothing. How am I supposed to deliver the propaganda? What am I supposed to do? In game Help doesn't explain, tutorials do not explain, I've searched the forums and the most I can find is "I unable to do X can someone please help?" with answers like, "why are you delivering propaganda?" or "yeah I have the same problem."

The Frontier page on powerplay doesn't explain how to actually deliver the propaganda?

Please, where can I find explicit instructions on how to accomplish this task? I just need a direct answer on how to deliver the propaganda that is in my cargo hold to the target preparation system.

You would see stations in your contacts, even if you don't have data on that system.
This means the system only have planetary bases.
So question is: Do you have Horizons?

If yes, bring a discovery scanner (because you won't see planetary bases until you scanned the planets) or go to a neighbouring system and buy the data, there. Then deliver the materials.

If you don't have Horizons, however, you are screwed and have to find another system (If there are others, this week) or discard them and make up lost money and merits by some undermining of fortification.
