Did the latest update make it harder to stack missions via logout&login?

So I was... er... I mean a friend of mine was quitting to main menu and alternating between Solo and Open in order to refresh the mission board in search of mining missions, clearly because I ...my friend is a lousy good-fer-nuthin' scoundrel.

Anyway, my friend was having a lot of difficulty getting new missions to appear. The missions stayed very stubbornly in sync between open and Solo and new missions would not appear any faster than the proper in-game rate that an honorable pilot is familiar with. The boards were not behaving the way they did when my friend last played a couple of weeks ago.
Was this nefarious activity nixed, fixed, or blitzed in some way?

(To confound things, my friend was playing 64-bit Elite today but depending on other factors also uses 32-bit Elite or 64-bit Horizons on other days)

Yes, I think they are trying.
Ideally, the missions should stay there for you, no matter which mode you're in and only refresh in usual way after given amount of time. They're no there, yet, but I saw a few of threads like this one, already, so something's happening, hopefully. :p
 
I will be sad for the loss of the earnings buff, but obviously spending your time reloading the game is not exactly compelling gameplay, and it's clearly better for the weak-willed among us if they can remove the temptation of that lackluster "gameplay" from the Elite experience. :D

When the type of missions you, I mean your friend, wants don't appear on the bulletin board, go to, I mean tell him to go to, the nav beacon and shoot a few pirates, then hand in the bountes at the station. It might take a few refreshes, but the missions should start appearing again. Alternatively, you, I mean your friend, can go and get some commodities from the next system and sell them at the station.

starting on Friday night, I have managed to rank up from Post Commander to Rear Admiral stacking missions

now I need to grind credits to buy an A rated Corvette :(

Frontier has stated that being able to make missions refresh faster via login/out/mode switching, is not intended behaviour, that is also why they made the boards refresh faster every 5th minute last I checked.

Tell your friend to switch from open/solo to a private group and then open/solo again, because that will break the BB in sync for open/solo switching.

64/32bit has no influence, switching solo/open sometimes works too, because it is not possible to always assign the client to the same server with the same BB, the load on the servers needs to be balanced a bit too.
 
The bulletin boards do not refresh each time you change game mode, but each game mode still has its own separate list of available missions. So switching modes solo/open/private groups still yields extra missions. (less then before but still extra)
