Difficulty change for scooping?

And during this wait you can't scoop anything else. You just have to wait. But you can see if you can scoop something else or not because of the text on top of the scooping graphic. You have to wait for it to disappear.

When I first got back into ED, a couple of months ago, I experienced exactly the same thing as the OP.
At the time I was flying my newly purchased Mandalay and I wondered if it just kind of sucked at scooping.
Fortunately, I also had collectors on my ship and, when they wouldn't deliver stuff either, I realised something else was amiss.
Also, since I was in the process of completing some engineering, I soon realised that the SRV had a similar issue... to the point where I wondered whether there was something I'd forgotten to do after extending my SRV's cargo scoop and targeting the item I wanted to collect.

Pretty certain it's all related to the "transaction server" issue.
Sometimes (most of the time) it isn't a problem at all but there have been times when I just can't collect anything.

Incidentally (and possibly related), I see a lot of people complaining about extended periods of frameshift travel but that's something I've never experienced yet.
Maybe that's just a result of me playing at antisocial times, when there's not much load on the servers?

I don't know if they have done something to fix the problem, but I have not experienced long jump times nor long drops in quite a while (several weeks). But it may well be that it depends enormously on time of day, day of week, and a bunch of other details happening on the server side.

At worst those could be really, really bad. We are talking about eg. a jump to the next system taking literally 2-3 minutes (ie. all that time you are just in the "witch space" animation). Also dropping on a station, a signal, or another player, could take an enormous amount of time sometimes (over a minute).

Have you tried scooping with a Python?

I have noticed this thing where, once I have scooped up a cargo item, it takes what feels like an unreasonably long time for the HUD to stop saying "Cargo Acquired", and I am unable to scoop up any more cargo until the message disappears. Given the timing of when it started to happen, I suspect it may be related to whatever's causing overly long jump times for some people.

I think I will have to stop playing Elite Dangerous until the scooping bug has been fixed, because it has to be a bug. As it is now it is impossible to scoop anything without limpets. I would like to see the physics behind this behaviour explained as no object in space can veer away if it doesn't have engines and I have never hard of cargo containers with engines. Also, the animation that looks like something invisible hits the container 50 meters in front of your ship instead of your ship is long overdue to be fixed. I think it is destroying the general impression of the game pretty severely.

I was in a Mandalay just today pottering around a titan wreck* collecting stuff and had absolutely no issues whatsoever in manually scooping materials, meta-alloys, titan drive component (eventually one turned up) and thargoid things - heart, bio-containers, etc ...

So I don't know what bug people are referring to, I have seen nothing untoward in the few weeks I have been playing and I have manually scooped in a Cobra3, DbX and Python.

The only issue I can agree with is scooping materials in the SRV - where if the wheel touches a material chunk, it just disappears (or explodes, jarring the SRV up).

* I don't have the Sol permit yet so it was one of the others (Indra) and I was getting a bit worried as some thargoids kept turning up, happily they seemed to be taken care of by the NPCs and didn't bother me but it made life "interesting" shall we say.
