Disabled Facilities on the System Map - Bug or not?

Okay while looking for a sin broker last night I noticed that some of the stations had 'Disabled Facilities' then a list underneath.

Is this a development bug or intentional due to the system state such as lockdown?
What really annoyed me though was the Sin broker was not available (not even present) and was not on the disabled list.

System states and other factors can disable facilities that a station should have but are currently not functioning. If a facility is listed as "disabled" it would normally be there but is currently unavailable. If it isn't listed at all it will never be there even if the station is in good health. This is a feature, and a good one IMHO, not a bug.
