No, in fact far less than 1% of the galaxy had been visited, never mind scanned.

With over 400 billion star systems in this game, at 0.003% that's 1.2 billion systems discovered. That in itself is pretty impressive, and the game has been out for almost 4 years. Thats 300 million systems a year being discovered. At that rate it would take us over 1,300 years to discover all 400 billion systems in the game.
 
Sometimes I enter a system for the first time and I dont need to discover anything. The system map is already complete. Why is that?

Populated systems with a population of 100,000 people or more typically have their system data already available even on your first visit. The rationale behind this is that busy systems will have traded their system data with enough star systems for it to always be available.

If you travel to an unpopulated system, and the system data is already available, it means you must have previously visited the system before.

But like I said, this is all going to change slightly after next week...
