Introduction to OCI

During the early planning phases of Distant Worlds 3 (DW3), we weren’t certain whether our first major undertaking—establishing a launch site in Orion through the Trailblazers content—was even possible, let alone achievable within a practical timeframe.

Departing from the frontier system 15 G. Caeli in March 3302, the path to Orion was daunting. It involved linking hundreds of star systems, navigating around vast permit-locked sectors, and dealing with the notoriously complex navigation challenges of the Orion region. Yet, through the relentless dedication of hundreds of commanders, the generosity of 90 Volunteer Carrier owners, and the unwavering commitment of six remarkable Crews—Alpha, Bravo, Charlie, Delta, Echo, and Foxtrot—the Shoulder of Orion initiative has become an extraordinary success!

Within three weeks, 250 star systems have been linked since the March 30 launch—an incredible feat and a testament to the Elite Dangerous community’s drive and dedication.

The original goal was to reach a location where Barnard’s Loop would act as an interesting visual backdrop, claim a system, and build a surface port as DW3’s launch site. But the scale of the response called for something much more!

Introducing the Orion Colony Initiative (OCI)—a lasting legacy of DW3. It is hoped OCI will become a hub for events, gameplay, and community projects long after the main DW3 expedition ends next year.

Set within the Orion Molecular Cloud Complex, OCI offers a breathtaking setting for science and storytelling. Its nebulae and star clusters make it both visually stunning and scientifically rich.

However, it's not without danger—nearby Thargoid territory and intense radiation make navigational route plotting difficult. It’s a wild new frontier... with watchers in the dark!

Sphere of Influence & Collaboration with other Initiatives heading to Orion

The Orion Nebula Complex contains thousands of colonizable systems and dense star clusters, many accessible via Trailblazers content. For those seeking independence, it offers vast opportunities for settlers.

The OCI will focus on a small zone within the NGC 1981 open cluster, having secured several nearby systems. The goal isn’t to dominate Orion, but to serve as a hub for community events—starting with the main DW3 launch in January.

OCI recognizes the potential for other player-led efforts in this visually rich region and embraces a cooperative approach. By encouraging alliances and interstellar collaboration, OCI aims to help build a thriving, interconnected community where diverse initiatives can coexist and drive emergent gameplay.

Colony Theme and Purpose

The overall theme of the colony we are aiming for will be “The Frontier”. For those who are familiar with the genres, think WH40k Rogue Trader sprinkled with Mass Effect’s planets of Noveria (ME1: Corp research paradise) and Omega (ME2: Freelancer haven). Plus, a good dose of “How the West was won”: Pioneers scouting the land, establishing their land parcels, forming communities and beginning to do business.

The OCI will also focus on being a crossroads for specific Deep Space Expeditionary missions of scientific discovery, aligning with DW3's primary goal: the Discovery & Science Survey set to launch early next year. This focus will enhance the colony's integration into DW3's narrative.

Colony Management - OCI Events Team

OCI_black.png

A new group, the OCI Events Team, is being formed to manage and coordinate activities within the colony. This team will be responsible for creating immersive content—ranging from missions and events to quests and science/exploration initiatives—to foster community engagement and involvement across all interested residents.

Invitations to join the events team will be extended to players who demonstrate active participation in the initial events leading up to DW3’s launch event next January.

In line with OCI’s commitment to supporting a wide variety of playstyles, the Events Team will be empowered by MetaElite—a cutting-edge mission creation tool currently in development for DW3. With MetaElite, the team will be able to design and distribute custom missions and quests, all set against the 'birth of a colony narrative', ensuring a rich and ever-evolving gameplay experience in the region. Through MetaElite, OCI will provide mission content focused on its main pillars: Diplomacy, Trade, Science, Exploration, and Military Affairs.

MetaLens.jpg

Example of a typical MetaElite Mission Hub - disclaimer, MetaElite is still a work in progress.

More detailed information on MetaElite, and the core role it will play on the expeditionary aspects of DW3, will be announced later this year as part of the continuing DW3 roadmap.

OCI Science & Discovery Missions

DW3_ScienceProject_1000px_RGB_72ppi (1).png

The OCI Events Team will lead science and exploration expeditions across the region. Missions generally fall into three categories:

  • Game-Mechanic Based - Missions involving tangible in-game elements eg. scanning 100 Stratum Tectonicas or 50 Notable Stellar Phenomena.
  • Data-Driven Surveys - Deeper science missions using hidden variables—eg, scanning 1,000 T Tauri stars to analyze age and gas giant presence.
  • Player Authored Missions - Utilizing our 3rd party mission generator (more info later this year), we can now create a variety of exploration and discovery focused events for commanders to embark upon!

Orion as a Gateway

Orion could become a major waypoint to deep-space locations like the Monoceros constellation, Messier 35, Seagull and Rosette Nebulae, and permit-locked regions like the Cone Sector. Think of it as the Orion Spur's Cape Canaveral.

Star Clusters of Interest within the Orion Complex

  • Theta Orionis (Trapezium) – TET02 Orionis
  • Lambda Orionis (Collinder 69) – LAM01 Orionis
  • Running Man Cluster – V615 Orionis
  • NGC 2232 – BD-04 1517
  • NGC 1981 – scattered star locations
  • NGC 1662 (‘Klingon Battlecruiser Cluster’) – BD+10 639
These offer promising locations for future surveys and possible expansion.

Permit-Locked Sectors

  • Collinder 70 – Steeped in lore, with ties to secret shipyards and Thargoid myths!
  • Horsehead Dark Region / NGC 2264 (Cone Nebula) – Locked in 3301; rumors persist of alien activity and hidden secrets.
Although not accessible, the proximity of the Orion Colony to these mysterious regions could put it on the front line should you-know-who make a reappearance!

OCI Science Carrier

DSEC-Fimbulthul.png

DSEC Fimbulthul is one of four official carriers set to support the expedition phase of DW3. After the expedition ends, it will return to the NGC 1981 Colony and serve as a base for OCI-led exploration and science missions in the region.

Military Affairs
  • Creating new content for Combateers.
Back during DW2, and despite the event's focus on exploration and industry—we trialled a series of SLF vs SLF combat missions, and they proved popular for those who took part in them.

For DW3, we plan to revive that series of events and run it under the umbrella of the OCI - expanding on it to include full ship v ship interaction in a dynamic, story-driven campaign that goes beyond standard BGS tasks and station missions.

COMA.png
c6b24505-0205-4d8b-b258-116a1173a785.png

  • Protagonists v Antagonists - a story driven narrative with in-game interactions.
This initiative will be Private Group orientated as to allow its ‘leaders & gamemasters’ the ability to structure events with a modicum of rules and regulations in place - fostering cooperative and respectful interactions from all those involved.

Roleplay will be encouraged but is not essential for participation in this story-driven campaign.

  • Re-introducing the ‘Colonial Marines’ Squadron [COMA] (OCI’s Protagonists)
The Colonial Marines will provide the means to engage in game generated and player generated (but consensual) conflict. Again, MetaElite will provide the necessary backbone and suitable missions could be aligned around the following:
  • Patrol Missions
  • Trade Escort Missions
  • Skirmishes
  • Military Objectives
  • Campaigns
  • Colony Surface Raids
  • Escort missions and assassination attempts on ‘gamemasters’
The DSEV Sulaco Carrier has been commissioned to be the mobile base of operations for COMA, and will routinely patrol the region, as well as act as a mission hub for its members.

Background: The Colonial Marines [COMA], founded in August 3302, are remnants of the Colonia Citizens Network (CCN), and were set up by the first team of Custodians who oversaw the establishment of CCN. This squad also has a PMF (added by Frontier by request of CCN back in 3303) whose HQ is based in the historical Pallanei system - acting as a bubble-based recruitment outpost at the time..

COMA.png

COMA is being revived from retirement and will begin a new recruitment campaign later this year (once Vanguards has been released) with the new forces establishing a military outpost within the Orion colony. Their prime role will be based around BGS initiatives, but they will also play-off against an antagonist group in a perpetual series of missions and story-based campaigns.

The Colonial Marines Squadron will be responsible for building a new HQ in the main colony, as well as an outpost neighbouring the pirates’ hideout (to foster BGS conflicts).

  • Introducing the ‘Orion’s Bane’ (OCI’s Antagonist)
In the heart of the Orion Nebula, a rogue faction that the locals have named “Orion’s Bane” is terrorizing settlers and trade convoys. Led by the mysterious “Stormcaller” Ebon Rael and his ruthless second-in-command, Cyrus “Bloodwake” Keller, they strike swiftly from the shadows, raiding outposts and ambushing cargo ships along vital trade routes, often clashing with the Colonial Marines.

c6b24505-0205-4d8b-b258-116a1173a785.png

Branded pirates by locals, they see themselves as freedom fighters opposing corporate-backed colonization that exploits resources, displaces native life, and imposes control on the frontier. Every attack is, to them, a blow against tyranny.

Operating from an asteroid base, the Bane rallies support from rebels, smugglers, and sympathizers. Their goal: a sovereign, lawless zone in Orion, free from corporate rule—a haven for outcasts and independents. Through targeted violence and black-market alliances, they aim to disrupt expansion and force recognition. Whether liberators or opportunists, one thing is clear—their war has only begun!

The Orion’s Bane Squadron will be responsible for chaining to a nearby system where their Asteroid Base will be built.

Xeno Threats

The location of the Colony puts it close to the borders of known Thargoid space. This will likely make it a prime target for xeno incursions should the Thargoids launch a new offensive. OCI will require an AXI Division of the Colonial Marines. The establishment of such will begin later this year, once Vanguards has been released.

Industry - Introducing OASIS

AD_4nXfaFN7J1lHqMH2h96ugq4CI3rhfl_YBi3ELlOXTS4rlkO7Cf3-7GqcVaUuT3ZQl0U8UEkkuJeNWHHXWVuNBrNamBmPK2rW_VP3OuHokMumb-0x3mWCPZSu6nGQRNTlTwW74ZUgt

OASIS, born from the Shoulder of Orion Project, is an initiative that aims to support players in developing their own systems within the larger Orion Nebula Complex region.

OASIS will function as a loosely-knit coalition of stellar architects collaborating within this cluster. It operates separately from the Distant Worlds Team and FleetComm. Led by CMDR Pseudo6626, the initiative will center around a framework of several systems, which they hope will become the economic foundation of the sector, providing essential commodities for further outpost expansion. The coalition does not enforce claim regulations; anyone is free to colonize the area, with no obligation to join OASIS.

What is the difference between OCI and OASIS?

Think of OCI as a Greek Amphitheater on the outskirts of town. Every once in a while some major event will occur and players will gather. And maybe bi-weekly, or monthly events will take place. There is more emphasis on role play within the OCI systems.

OASIS is more of a continuous hustle and bustle place - a busy town, with lots going on, lots to get involved in and on a much more regular basis. It will be very practicable in nature.

The leadership team behind OASIS has released additional details on the Fleetcomm server. If you're interested in learning more or getting involved, you can join the OASIS community through their Discord server: OASIS Discord.

OCI - Mirroring Early Colonia (CCN)

AD_4nXdl1JxSoi4o7OCRIaLTh7kMIMxSWFUbpPw_XAxkybAIXzRrRVYHvc1W2nI-T1t1WvpidJKFQFtZPEgc1CREO0U7qgCnEW7Eff7eX00b21e5uKLxYrb7xH0Vj5R1w9s8rBx9tNeOpQ

The Orion Colony Initiative is inspired by the first year of CCN (Colonia Citizens Network), which was originally set up by Erimus Kamzel, Qohen Leth, and Souvarine in the wake of DW1 back in 3302.

The first year of Colonia was all player-ran (this pre-dated Frontiers injection of PMFs into the region). CCN was the driving force behind many events and projects in the Colonia region throughout 3302 and into 3303. In essence, CCN was very much like a Distant Worlds event, but static - fixed in one central location. Around 2,000 players joined the network, and the similarities to DW1 were in the events, community enterprise, and the projects players invested their gametime into, all discussed and planned via the CCN Discord server at the time.

The Orion Colony Initiative will strive to follow the same blueprint as those successful early CCN days, and become a static - but perpetual - ‘DW’ type hub of community-driven events and activity.

The Orion Chronicles

Opportunities will be made for a writing team to write the “Story of Orion” and have them published via a colony gazette following the same vein as the once very popular ‘Colonia Gazette’. There is also a good opportunity in this lore steeped area to create a number of engaging chronicles much like the Children of Raxxla Chronicles back in the day.

Articles could also be written about events, political matters, industrial progress, the on-going military campaign, or even individual stories and experiences by everyday colonists who are setting up home in the region. Stories can also be fictional in nature.

The idea here is to provide an outlet for budding writers and to give OCI a deeper layer to it via an evolving and documented background narrative. If you’re interested in being an Orion Colony journalist and/or story writer, announcements on how to get involved will be made later this year.

The Outer Colony Challenge - Life on the new Frontier

AD_4nXd71uu98FVp0finttE21Xa8I_Ko-_IH-lbbzpZhreqTeNxa9e3LN1MUOUKLDvMci-UzaTMHbDXmHpEuIQI8P3HzdAWZH_hm1nPat-RGYahS4-p-HZdbAxjI6FLj-3DCNK_LHdAW

This is an example of a DW3-themed introductory event to life on the new Orion frontier, geared for those interested in roleplay..

"A new life awaits you in the off-world colonies, a chance to begin again in a golden land of opportunity and adventure"

  • A precursor to DW3; semi-roleplay event inspired by the Outlander Challenge of 3302, this one’s for those with a dusty alt account looking for new life.
  • The idea: start fresh at a beginner station. Earn just enough in your Sidewinder to get an A-rated FSD and a fuel scoop—then leave the bubble behind and head straight to the Orion Colony.
  • Once you're in Orion, take local missions to work your way up to a Cobra Mk III. From there, become a trader between colonies in Orion, the Pleiades, California Nebula, and Witch Head. Or, go full frontier miner and supply nearby outposts.
  • Forget the bubble exists—scrub the bookmarks, hide the map icons, and live as if the outer colonies are the whole galaxy. This is colonial life!
  • Your goal: earn 125 million credits and claim your own star system out there, and have the resources to invest in your first outposts construction.
  • Engineering's allowed, but keep it grounded. Stick to short-range ships so the frontier feels big, dangerous, and wild—just like it should.
  • Write a journal of your journey for the Orion Chronicles Gazette.
  • CMDRs who take part get the “Colonist” role on Fleetcomm, plus access to special MetaElite missions set in the outer colonies.
  • This challenge channels the original 1984 Elite vibe—especially in the early days flying a Cobra Mk III with limited range. It can also link into DW3’s Hitchhiker’s Guide to the Galaxy* event, either as a lead-in or follow-up once DW3 wraps up (*details of which come later this year!).

Timeframe & How to get involved

Once the MetaElite mission and quest tool is ready sometime in the coming months, OCI will serve as the testing ground for its rollout. A range of missions, quests, and events will be introduced for commanders to participate in, helping to trial key mission types that will form part of the core DW3 expeditionary experience.

Through these test runs, the OCI vision is expected to evolve organically and gradually, as concepts are refined and more players join to help manage various aspects of colonial life on the new frontier.

The birth of the OCI is intended to unfold in a casual, organic way—starting from modest beginnings with seven orbital platforms now stationed around key worlds in the core OCI systems. Over the coming year, we'll gradually develop the internal infrastructure, as well as introduce events, missions, and quests at a pace that feels natural, bringing each element online when the time is right.

For those interested in getting involved, discussions and role assignments will take place on the FleetComm server, which will host all OCI-related channels.

If you have an interest in any aspect of the OCI, be it;

  • An Events Team Member
  • Helping build the Colony Hub infrastructure
  • Science & Exploration events
  • Colonial Marines Gamemaster or recruit
  • Orion’s Bane Gamemaster or recruit
  • Orion Chronicles Journalist / Blogger
  • A Mission Writer (to come later this year)
  • The Outer Colony Challenge (to be opened later this year)
  • …or anything else OCI-related
… then join the Fleetcomm Discord server and assign yourself the ‘Outlander’ role, and await further announcements & discussion on all of the above, which will begin rolling out within the next few weeks!

Fleetcomm Roles related to OCI

  • Outlander - self-assigned (denotes your interest in the OCI).
  • Colonist - honorary role which is acquired by completing at least one OCI mission or quest.
  • Pioneer - awarded upon proof you've architected a build within the Orion Nebula Complex region.
  • Journalist - self assigned (denotes you have an interest in writing for the Orion Chronicles Gazette and documenting life on the new frontier).

A massive thank you to all the haulers, FC owners, and staff members that all worked superbly together to make the event a big success!

I've been happy to make my own contribution in shaping the way to Orion, with all my fellow 'Shoulder of Orion' System Architects.

I'm looking forward to seeing what can be achieved in this new frontier with OCI and OASIS!

Fly Dangerous CMDRs!

Yes, what was once a stellar nursery now will evolve into a new cradle of civilisation. All thanks to the players playing this frekkin' game!
I said it before, I'll say it again, the best content in this game comes from players for players. FD could learn a thing or two here. :p

Holy Smokes, that is amazing work!. Is there a master list of systems so one can go visit all the systems all the way to the Orion Nebula?

Guys cant you do a mini event to quickly bridge towards orion cluster, right now we are stuck and because of the distances between systems the cluster isnt really expanding

This community never ceases to amaze me.

This is what colonization is all about. Expanding the existing bubble for the sake of it never made much sense, buy you guys have actually put some thought into it and are creating a whole new chapter in the game with this colony initiative.

"DW3" is turning into something way beyond anything we thought it would be !
