Just drop in any high res in a non-anarchy system and hunt some wanted pirated. That will do.
And it will work for your rank too - when i got my alt in Colonia i had the surprise to find out that i was missing a rank to be able to access Miss Petra.

I have some bounties left over from my trip from the bubble. I'm at the nav now just to see if I can pluck off a few wanted undesirables.
