Do Missions not work when a faction is expanding or is it bugged?

Hey there!
A friend and I wanted to help a minor faction rise to the top. For that, I chose the Liburodo System and the Liburodo Republic Party. As you can see on INARA, the population is relatively low and the amount of players passing by aswell. I already grinded my off for 3 days, but the Influence hasn't changed one single bit.... for none of the factions. And it's like this for days already as you can see in this graph:

Now I was wondering, since I'm still pretty noobish when it comes to BGS, if nothing is happening because the controlling faction is currently in expansion state. Another faction (LFT 1300 Federal Holdings) is also at war in another system. Does this have an affect? Is the system maybe just bugged and I should report it?

The mission I've done so far are usually non-combat mission but with 3-5 influence gain. I did a few Pirate Leader assassinations here and there.

Based on what I've seen so far, alot of Factions and PMFs are heavily affected by "nothing we do seems to move Influence, regardless of Input types and/or intensity".

Consider the BGS near-unworkable for the time being. IMHO there's several severe bugs still buried in it, most/all? of which prevent Influence gains or Inf movement correlating to properly given BGS Inputs.

For me, they work in most systems, but in the system the pending expansion is at the missions/explorata/bounties does not add influence at all during its pending phase.

however my PMF has had some serious bugs with the war that just got over, so maybe things will change tomorrow.

I'd bug report it to get it looked at, to be safe.
