Do NPC pirates ever use Hatch Breakers?

Yes. I was battling one such NPC, saw 3 gray things on my radar, which turned out to be hatch breakers.
I don't know how they work, but he got none of my cargo.

Has anyone ever actually lost cargo from a pirate using a limpet?
 
I have noticed the limpets in fights, but never lost any cargo from it.
I did overconfidently attack a wanted Elite Anaconda while hauling a cargohold full of rares in my Cobra. Evidently I was no match for the dastardly pirate, and while fleeing for my life with 8% hull left I got a warning that my cargohold seal/lock had failed. Then all my rares were sucked into space :( While dodging fire from the anaconda I managed to recover roughly half my cargo, but the rest had either vanished or the Anaconda took it.

It was the first thing I noticed too and was promptly overcome by a wave of nostalgia .. all the money lost at arcades playing this game ;)

... Back to the topic, yes I saw Hatch Breakers being released by NPCs too (Proximity Mines as well), but none have ever struck me so I am not sure if they work.
 
As I would be the one firing them, I have no experience on being on the receiving end but I'm pretty sure NPCs do.
However, using Hatch Breakers successfully does not come without a small modicum of skill (don't make them crash into your ship,
don't shoot them with your guns)- maybe NPCs don't have that?

One got me once, a dropship managed to get my shields down and then I got a message abut the cargo hatch. Once I had despatched my assailant I had to scoop up my 8 tonnes of tea.
 
Happened to me too, a while ago while I was in a T6. Maybe the right circumstances have to occur for the algorithm to pop, like with me, wanted npc, cargo scan, fight and shield failure, kind of rare to find myself like that so it seemed nonexistent.

I've noticed it takes some effort as well. I've had my limpets blasted by point defence. I've flown into them numerous times. I've even seen chaff stop them from working. I don't know how much randomness is involved in successfully using them, but I was certain it hit the target and latched on. The mark popped chaff and a few seconds later I see "resource siphon failed"

I've gotten much better since then though. Usually I'll burn towards the target and try to match their speed and vector with them below me when I'm within 100m and the limpet drone lands right on them.
