It's targeting symbols, misplaced by UI bugs.
The yellow is meant for the Gunner role, the white is for highlighting subsystems.

Bingo, it was a bug AND a feature.
A tiny sliver of me hopes this means some kind of development for Gunners, but it's such a long dead hope that I don't dare enkindle it.
It's like the UI equivalent of the early fleet interior watergate.
At least the FC interiors were relatively developed. Spaces and corridors.

These symbols relate to the hatch breaking sub-targets in the game. When you scan a cargo bay and get the sub target that is the graphical element. It's a bug that it's appearing elsewhere.
