Engineers Does each mod remove the effects of previous mods before applying?

And by this I mean mods that are not just the next grade up of the current mod.

Example: I have a G2 Engine Focused Power Distributor mod that's increased my engine capacity by, say, 15%. If I now go for a G2 Charge Enhanced Power Distributor mod which reduces my engine capacity by, say, 3%. There's a warning before applying that this will overwrite previous mods.

So, does this mean that the 3% reduction will start from the previously-modded 15% increased capacity, leaving a 12% increase over stock, or will that previous mod be removed and the 3% reduction effectively come off a stock engine capacitor?

Obviously this applies to all mods and stats that are related.

you can't get better results then modding a stock modul with the same effect. in that meaning it does overwrite the previous mod. special effects are overwritten etc.
 
This is not making any sense if a new MOD that says 3% increase actually means 3% above Stock as it then does not tell us what % the previous MOD is. In this way we can not tell if a new MOD is better. This can not be so.
 
Hmm, so if I engineer a module to change stats A, B and C, for example, and then I do a different mod that changes only stat D I will lose the changes to stats A, B, and C (effectively reverted to stock). I'm thinking of Overcharched Pulse Lasers versus the Sturdy Mount mod here. There's no overlap in the stats affected by those two mods, but you can't have the benefits of both at the same time. Bummer. That really reduces the options. You essentially have to choose a single mod and then stick with it all the way through to grade 5.
