I want a game on Steam that's priced around 50 USD but i've seen some websites that sell steam accounts with games purchased in countries where prices are considerably lower. My question is: Does Steam allow third-party vendors to sell accounts with games? Is it unlikely that it will be deactivated? Thanks in advance for your help.
Does Steam allow account reselling? Or it's again it's policies?

That's probably dodgy and you're taking the risk of seeing the account flagged/closed up. For your game, I'd recommend checking https://isthereanydeal.com/ and tracking the game there. It'll show you all pricing info, with current offers and historical lows per store. Also, all stores listed there should be legitimate key resellers, you won't find the dodgier grey market resellers.

Not to mention if they have a phone or recovery email they just take it back after getting the money.
Or you just get the account locked when Steam finds out. It's fraud.
