Does the primary faction always control new starports in my system?

I'm planning on bridging out to a target star around 100LY away, and i'm wondering if i'd need to do a bunch of BGS stuff to trigger an election or war to get my player faction to own a starport (and thus start as the main faction for each of my bridge systems) or if i can build a bunch of outposts in one system and some of them will happen to go to other minor factions in the system - meaning if one went to my chosen faction i can buy the colonization contract from them!
 
I build 1 Coriolis & 4 outpost and only 1 outpost taken by a minor faction. But then the colonization in that outpost doesn't active. The other outpost controlled by the main faction can thou
 
I have the primary outpost (controlled by main faction, 60% influence) and a station (controlled by a minor faction, 20% influence). I believe both have a working colonization contact, so yes, if I wanted a nearby system to have the 20% faction as it's main faction I could do that

I didn't knowingly do anything to bring about the situation. I built two ground facilities after the outpost to acquire construction points for the station

(The ground facilities have colonization contacts too, one is another minor faction and the other is the major faction)
