Was wanted in other systems, with no interstellar bounty (like an Empire Bounty), and got pulled over by an NPC bounty hunter. Since I had just engineered my weapons, I decided he was going to pay for wasting my time with an interdiction. He was clean (but affiliated to the major faction in the system), and I wasn't wanted by anyone on that system. He striking first didn't generate a bounty on him, and me striking back gave me an Empire Bounty and another bounty by the major faction in the system.
I know that striking someone who has bounties on other systems (info obtained by the K-Warrant Scanner) generates bounties on that system (since the person was clean there) even if it pays the bounties for the other systems. Does this doesn't applies to NPCs? Do they get a free pass at murdering outside of jurisdiction while we don't?
Anyway, the System Defense Force he called on me for a 2v1 wasn't enough to stop him from blowing up, and I'll gladly pay the bounties and spend time on prison if it means testing the new upgrades.
