Relogging has not fixed it. As I said in my OP "I've relogged several times".
Just do a quick 10ly one jump in a taxi, land and come back again.

Can take the server a while to catch up. I didn't see Wellington Beck's invite until...an hour after selling 25 media.
Stablity, range. Not that I'd use but lots of people want the backpack.

Seems like you need do few more trips with taxi, just do 2 or 3 more. If that wont help, then contact frontier support and tell about issue, they will unlock it for ya, if asked nice and polite.
Stabilty is one of best mods for almost all weapons. Backpack is only needed at very start, later on is not as needed, as all things required for getting G5 weps and suits with upgrades, never appear in numbers per settlement visited.
She's there now. 119 ly travelled! So now I just need to find those 5 units of Push. Haven't found any yet, but at least there are some tutorials out there...
I don't think you need a tutorial for that. Irregular Markers POIs with threat levels are the go-to for Push, though it also shows up sometimes in Hab lockers because people are naughty.
Find & kill drug dealers in "irregular markers" or robber anarchy tourism settlement - they have all sort of illegals there.

Note that these irregular markers must have threat level on them, if there is no threat level, dont bother. You can find these by probin planets with DSS.
There can be some bandits spawned along, and they even might call a backup, so make sure to be prepared to fight. Apart of that, tons of push, hush and lazarus can be found there every time, also few weapon schematics as well, if there is crashed skimmer, check it out, it does have data port wich drops things needed for enginners and upgrades.

I'd rather get it from HAB lockers for now. Combat with no engineering mods isn't fun, just frustrating. There's a good guide here for any other newbies like me who are interested:
