Just unlocked double engineered FSD and surface scanner. Got both modules, but they remain locked. Is this a bug or is it meant to just churn out a single one?

Some special modules you have to buy each time, for instance the engineered FSD, some modules are unlocked and are then available in the outfitting window to buy any time, for example Guardian FSD booster.
Thanks guys, was kinda confused by the "double standards". Don't mind paying the price.
If you don't my asking, I'm not familiar with double-engineered modules... how do we unlock those?
Same way you unlock everything….by grinding!! Think these are community goal specific?
Exchange mats you have gathered in normal gameplay...
Or do as above and grind and be bitter about it, of course!
You go to a station with a tech broker, go to contacts, select technology broker (human tech) and pay his/her price. But in this case you won't unlock the module for good, you'll only get a single module each time you "unlock" it.
