I've got a bug reply somewhere that supports this. The double-honks, DSC repeats, transaction server errors, and Cartography sale delays are all related. If you ever login around 0300Z you'll be amazed how smooth exploring goes!

They are aware of it. Its an explorer thing so it will be on that back burner in a shed 3 miles from the house.
