I pledged to Nakato Kaine, I'm ranking up my rep in the Tionisla system. I've done a few source own trade, deliver and donate missions, some regular commodity trading with a splash of a few systems for cartographics. My merits have not move since I started, I thought you gained merits through regular play. I'm denied access to landing on the strong carrier, is that ranked locked?

For promotion to Rank 1, we must complete weekly mission at least once. Right after completing those missions, you can jump several ranks with considering your other contributions.
I was already on rank 2 before I starting the things above.
The carrier isn't rank locked. When I started, I flew to the stronghold carrier to pledge, realized I wasn't welcome yet, pledged from the ship panel and then was granted landing permission.
To earn merits I would maybe move away from HQ. I might heard on some preview stream in passing - I was only listening casually - that you don't earn merits in HQ systems? Not really sure though.

I am still unclear what "normal" gameplay actions earn you merits though. My understanding so far is that running missions can help the system progress but not neccessarily earn you merits per se. The things that earn you merits are probably primarily the activities listed in the galmap powerplay tab, and that can be running missions, but doesn't have to be.
But as always, I could be completely wrong. Still trying to find my way through the jungle too.

Seems you were right, got merits for a donating mission in another system but HQ gives none.
