There's enough scope in the game for someone who wants a shooter experience to play that way by doing bounty hunter, military or mercenary missions. The missions may even pit you against other players, so you'll get your PvP fix that way.
Some people will want to play as pirates, which is cool, the game is designed to be played that way, and if you're doing it with the aim being to hijack trading ships to get cargo and sell it, then fine. But if people are just using piracy as an excuse to camp outside space stations and snipe unsuspecting players (like someone was doing last night), without getting into the the true "spirit" of the game, then we've got a problem.
Perhaps a way to combat it is if player A attacks player B for his cargo, and player B drops his cargo but player A keeps on shooting and kills him (and player B doesn't have a wanted level), then player A should be mercilessly hunted down by other players playing as bounty hunters, mercs (and AI authorities) and when killed should be put into the poorest ship with 100 credits and no weapons as punishment.
