No, he's right - the now invisible recovery time is 2 days, for Elections. It is one day for Wars and Civil War before you can get another pending conflict.

Yes - when 3.3 released the gap was a lot longer: three days pending before the conflict started, and three days recovering after it ended, during both of which your influence was frozen. So you could end up with unmovable influence for 13 days out of 14, if you kept getting pinned into conflicts...
