As of the current rate, Trading will come first for me: just became Tycoon last night.
Combat is 2nd, sitting at 26% Master but will get my Vulture out again soonish.
Exploration is last... the 1 trip i did boosted me from Scout [i think] straight to Trailblazer, but unless i decide to go out on a bigger trip again nothing will happen there because i usually don't run a discovery scanner of any sorts...
