The Refinery Contact shows you all possible actions, including the ones you aren't carrying cargo for.


That seems to be the case, yes.
(And also, the space installations will influence ground installations on the planet they orbit, and similarly for ground-ground and space-space)


Whether things in a planet's influence affect or are affected by things in the moon's influence hasn't been fully tested yet.

The likelier answer seems to be "no", though.

Looked for and cannot find a refinery contact. If present, should it be in the "Contacts" part of "Starport Serevices"?

Inara - search nearest - stations - station services - refinery contact,

Use surface stations - YES,

Check to see if they have a market, if they do not they may not have landing pads.

All stations with Refinery or Odyssey settlements with Industrial economy should have an refinery contact.

All refineries do, as far as I can tell.

Industrial it seems to be restricted to Odyssey settlements, though.
(Presumably more as a way to get one quickly in your own colony, if you want one, than anything else)
