Question: are belt cluster slots considered to be orbiting the cluster as an independent body, or are they considered as orbiting the body that the cluster orbits, when considering strong links? It seems the only thing i could put in that slot is an asteroid base, but if it can't get any links then it might be a waste of a slot, due to limited build points.
