Unfortunately when FD says "dedicated server" here they just mean a separate mission server that is distinct from the main BGS server. The game still relies on P2P architecture in order to function the same as it always did. They are not in any way adding a "dedicated server" to support a client-server architecture, they are only adding a server for generating missions separately from the rest of the BGS.
