do mission for an empire minor faction and as reward use reputiation,, ignore all how to level fast stuff in youtube, now you don´t need this any more just as reward rep++
if you at 100% and you get now promation mission just exit to main menue once, this stuff is only refresed after relog. Promotian mission are only spawend by faction you are frindly with and in your case it should be empire..think that is what you miss. Btw. have you checked your progress on the right tab menue?
The progress you did ofer 100 is saved anyways-
For your purpose the above method is enough should be done in max 1 hour.
If you feel to rush the content and miss half of the game do stuff like

I did min by going to HIP8758 and take on missions to HIP8444. On the retrun, every mission goes back to 8758 so stack 'em, rack 'em and pack 'em.

Large cargo? Are you sure? Ascension missions always have "Empire or Naval" in the title/offer and are typically combat, data delivery or find a commodity (Lavian Brandy etc) not requiring a lot of cargo space. I would switch to a fast Dolphin to complete them. 
Of course a player has to be friendly with the Empire faction to accept one. If you don't like the ascension mission offered just do more regular ones until you get one you like. You're still making Empire rank for other toys later.
