Empty Settlements System - Fullerene C60

Hello Everyone! Swooped into this system with anarchy and tourism economy looking for data. Every settlement has no data and every locker is empty. The guards are there and all the alarms are working but no loot or data? I have had it happen sporadically but never the whole system.

happens when you re-log in a settlement. Go to super cruise first

As well as happening when you relog, there's a known bug that in systems where no Powerplay Power is occupying. no Odyssey materials appear.
