Ships Engineering: move through grades, how?

This is what I don't get. I have plenty of materials, certainly enough through grade 4, but for a reason unknown to me I can't advance beyond grade 2. See pic..
Pick another of your modules that the same engineer can improve, and start generating modifications from scratch. Or, go to Outfitting, select your FSD, from the menu select Modifications --> Remove modifications, confirm, and go back to the Engineer Workshop and engineer it AGAIN. And AGAIN, and AGAIN, until you get enough rep for the upper levels.

EDIT: What we're trying to say is that engineering One module at Level 2 is not enough to reach level 3 in the beginning. You have to engineer more than one module, or the same module with multiple bluerprints. Basically, the more materials you spend, the more "access" you get for higher levels. Waste materials to get levels. Only at the beginning for every engineer (or if they accept Cartographic Data you can sell it, or if they have markets you sell commodities).

I'll try my best to make this clear as it's usual for some of the supreme beings on here to get into familiar terminology.

You can only increase the grades 1 through 5 at the engineers base.
After you have unlocked to a tier you can then buy another ship and do it remotely to that unlocked level at any station with a remote engineer tab, but not experimentals.

Make sure you know engineered mod you want to get/pin before you go there.
If you go back to her now the generate modifications are reduced until the 7th of January (less materials required apparently)

Grades 1 and 2 will take one generate modifications 'roll'
Grade 3 will take two generate modifications 'roll'
Grades 4 and 5 are still pretty similar in material requirement to what they were before.

Another trick is if you only have enough of a specific material for a specific level of mod e.g. G4 FSD but you have plenty for a G3 shield generator you can roll / generate that one to increase her friendliness for want of a better term just leave yourself enough materials to get the one you want.
Make sure you pin the one you want before you leave her and you can only pin one per engineer.

Also it probably been stated but the only way to get the bolt on additional experimental effects is at the engineers base.
depending on your ship the best experimental for FSD is usually Mass manager.
