This is what I don't get. I have plenty of materials, certainly enough through grade 4, but for a reason unknown to me I can't advance beyond grade 2. See pic..
EDIT: What we're trying to say is that engineering One module at Level 2 is not enough to reach level 3 in the beginning. You have to engineer more than one module, or the same module with multiple bluerprints. Basically, the more materials you spend, the more "access" you get for higher levels. Waste materials to get levels. Only at the beginning for every engineer (or if they accept Cartographic Data you can sell it, or if they have markets you sell commodities).
