I require Chemical Manipulators and Datamined Wake Exceptions. Can anybody tell where or how to acquire these please.

Chemical Manpulators - best place is Dav's Hope.
Scan high wakes in a system suffering from famine for the other one, according to the list.

Dav's Hope is really great for finding a lot of goodies.

Cannot find Dav's Hope either in game or EDDB, what and/or where is it?

It's in Hyades Sector DR-V C2-23, planet A5.Coordinates: 44.818, -31.389.

This thing helps you find your bearing from those coordinates and your current coordinates once you're in the atmosphere:

Thanks for your help so far but I have more questions! I have found Dav's Hope but the appears to be nowhere to land (as in landing pads) Does this mean I have to approach in a lander (which I foolishly arrived without!) and if so where do I go?

It's an abandoned base. Just plop down, SRV out and start collecting materials and information.

yeah...you will need an Srv to search around the base. You can find lot's of things you need.

Thanks for the info Ixemann, I have followed your video and am now at a distribution centre, but all my wake scans produce is the ships destination, no other info at all. I have scanned what seems like hundreds with the same negative result. Is their a particular type of wake scanner I need or are they all the same.

Your data storage is probably full. Dump some, and scans you collect will appear in the top right panel.
