Newcomer / Intro Engineers don't offer Shield Generator mods

Hi everyone,

I've been playing ED for several weeks now and have built a pretty decent fleet for exploration. So far I've managed to figure out everything myself, but this one is leaving me clueless.

I want to engineer the 4D shield generator of my exploration Anaconda (enhanced low power, lo-draw, as I want to go only with a 3A power plant). I have Lei Cheung unlocked and already crafted a number of G5 modules with him. So I assumed I could just go ahead with my shield generator, which however is locked. I figured that I might have to make it to G3 first with Elvira Martuuk first, so I unlocked her (didn't need her before, as I went with Felicity Farseer). But she isn't even offering me G1. It's locked, too.

Before I waste more time on this than I already have: could it be that I first have to engineer all the available modules that Elivra offers, which then unlocks the shield generator mods? Meaning that I fly out there with a virgin ship and just engineer through everything?

If so, then why doesn't the same work with Lei? I have made it through all the mods that he offers to me in the "Modify your Modules" tab (not "Browse All" with all the unlocks), some of them even several times.

This absolutely doesn't make any sense to me, so I am probably missing something here.

I want to get that 4A power plant down to 3A, with the respective mods (3A power plant overcharged 1, monstered; which should work with that 4D generator, enhanced low power and lo-draw).

What strikes me as strange is that my shields are not working at all right now, although they should -- unless I'm missing something here, too? The AFMU and hangars aren't even on board at the moment.
 
Sounds bizzare. If you've got rank 5 unlocked with him then you should be able to take any shield generator to him and upgrade any blueprint to any rank. As far as I'm aware, modules don't need to be powered to be engineered so that rules out accidentally turning them off or something.

That said, I would not be surprised to find that whatever is preventing your shields from working at all is related to your shields not being engineerable.
