Newcomer / Intro Engines and Jump Distance and Routes

When I pull up the galaxy map and these lanes between systems are displayed, are those the lanes that everyone is restricted to travel? Or is the map just showing me systems that I can reach with my shabby engines and plotting routes for me?
 
It depends on what you have selected in the "Navigation" tab of the galaxy map. By default, the "economical routes" checkbox is checked. This shows you connections that consume less fuel, but might need more jumps to get to your final destination when you select "plot route".

If however you select the "fastest routes" checkbox, then all routes are recalculated and will show the fastest way to get somewhere (your FSD range also matters, of course).

Note that all these routes are for the "plot route" function. If you select any system, you can just jump directly to it if it's within the current maximum range of your FSD (which changes depending on your current mass, like when you have cargo or heavy ship modules.)

So no. You are not restricted by these lanes on the map. You are only restricted by the capabilities of your FSD :)

Also note that the routes plotted are, by default, for your current mass, including cargo. If you are checking to see if a run is possible with X tons extra cargo use the cargo mass slider to set the mass you want to plot for. You don't want to see a mission, check the map, accept the mission which adds 8 tons of extra mass and find you can no longer deliver the cargo to its destination. You're going to slapped with a fine for abandoning the mission and then have stolen cargo to dispose of.
 
The dotted lines show after you've supposedly run out of fuel, which doesn't matter much if you've got a fuel scoop. Free fuel!

Yep, fuel scoops are fantastic, get a decent one and you never need to pay for fuel again. Really helps when you're exploring out in the middle of nowhere, as I tend to do, since you can freely zip around the galaxy without worrying about getting stranded.
