Exterminate faction members in only owned empty settlements?

Is there a way to complete exterminate missions where the only base they own is an abandoned settlement with zero members?

I tried powerering up, pilfering, and then powering down the base. Soon after I was assaulted by a dropship party...of a completely different faction group! And sadly, extreminating the assault team did nothing to increase my numbers for the faction account.

So yeah, I'm having a big dillema about exterminating the last remnants of a now dead faction.
 
This happens often with anarchy factions. They're the go-to dispensing machines for Odyssey materials, so they often end up on low influence and in the bust state.

Bust often closes settlements. If the faction only own one or two settlements, the bust state will very often close one or both of them, meaning that massacre missions can't be completed there - the outpost will have no staff or guards. The mission server will still spawn massacre missions, however.

I haven't been able to confirm this yet (I haven't taken Odyssey missions recently; I've been working on my ships), but I recall, from another thread on this topic, a poster suggesting that one can complete exterminate missions in such circumstances by dropping in on planetary POIs like irregular markers. The poster claimed that they would spawn members of the target faction.
 
You're probably better taking the illegal variants of these missions. Anarchies frequently get a battering, so negative states that shut down settlements aren't exactly uncommon.
 
I was able to complete this mission somehow, but the work around is really, really strange.

First, you need a DSS on your ship, then send probes to scan the surface. Once a surface scan is complete, several wreckage/crash sites might appear on the plant where the empty settlement is, usually with a Threat Level 2 or 3. Go to these as they are often guarded by the offending faction member.

There is usually a patrol of 3 guards stationed on these crash sites, with a wave of 2 or more guards being deployed via dropship. I had to eliminate 15 members of a pirate faction, so I had to repeat this process by trying to find if any new wreckage or crash sites have appeared on my radar back in my ship.

Luckily, jumping back and forth between two sites also respawns the guards/dropship waves too (but not the salvage to collect, sadly), so I was able to complete the contract by merely killing all the on-foot faction guards these wreckage/crash sites spawn.
 
I have to say it seams we have learned nothing in the last 1300 years, we are still slaughtering prey items down below sustainable levels, back in the day it was whales and fish and Dodos and Passenger Pigeons now it’s Anarchists. 🤦‍♂️

Especially dumb when it's not even the best way to get mats. 😛

Sometimes running missions is the best way to get specific mats. Especially if its something that's normally rare and you find one of the concourse NPCs offering the material you want, and especially if you are allied to them, you can barter with them to get double the amount. It was a nice thing before the material rewards increase, you could double 5 very rare materials to 10 for the mission, i guess that is much higher now.
