I've never been attacked at a station for having an assault bounty.

So far as I know, this can only happen when you're hostile to the faction owning the station. Which could happen if you've made a habit of killing targets not properly marked as wanted. Or, possibly, even just frequently accruing crimes which give you negative rep.

Out of interest, what does your crimes statistics info say?

Mine reads 2 crimes, 1000c in fines.

I have 3 crimes, bounty of about 6300, 1 was due to the mishap with the pulse turret, which wracked up most of that bounty. The other 2 crimes were like 200 and 300 bounty. I don't shoot unless I see "wanted" on them.

Once somebody shoots at you, waiting for the scan should really not be a requirement, that's just silly.

Yes, if you have no KWS and they show as "Wanted", you have every right to shoot and kill them. You just have to wait for the "Wanted" to actually show up, if you fire at a Wanted target before determining that it is, indeed, Wanted, you get a bounty too. But in your case the other guy shot first you say, so no matter how you twist and turn it, your case very much sounds like one of those "wonky AI/IFF" cases I've come across a few times. Some people will vehemently deny there's anything wrong with AI/IFF in this game, though.

Then its clearly a bug. I was shot at AND he was wanted yet I recieved the 200c bounty so its a bug. I don't have time right now to submit a bug report, will do it later when I get a chance.

Do you have a turret deployed?

To the OP, do you have a turret of any kind (even missile defence) and in what firing mode is it? Happenend to me as a fresh starter, my first turret was set to "fire at everything, and I mean literally everything that does look remotely like it has a heat signature", and thus everytime a fed came in range, I found myself with a bounty. Took me some time to find out why, tracked it back to turret mode.
