Faction avoiding wars

I've been watching and meddling in a small pop system that has 1 player faction. Now over the last week, that player faction has hopped past 3 local factions without triggering any conflicts. On INARA, the graph lines have all crossed yet no pending conflicts. How can that happen?
 
  • Conflicts already pending/active for the factions being skipped
  • Insufficient influence for the skipped faction to start a conflict
  • Neither faction owns any assets

Alternately, conflicts can only start if:
  • Both sides aren't pending/active in a conflict in that system
  • Both sides have over X% influence (I forget what that threshold is, 5% or something?)
  • At least one side must own at least one asset. This was a change after 3.3's initial release, because entire systems were just getting locked up in pointless wars.

OK thanks cmdr, understood. It wasn't the lack of influence or that they already had pending/active states in this case, it was the lack of assets for all those factions, so makes sense.
 
As Jmanis said. It should be noted that Inara's white dots don't predict wars with certainty, especially when the factions don't have assets. If you want to knof for sure, you should check by yourself.
