Yes; Its up to Michael B. to selectively exercise his Background Simulation rules in the 'black box'. This would handle it; of course the naysayers would be only goons.
 
Goons and other sort of Eve-swarms get mentioned now and then over here in Elite-land, but I doubt they are anywhere as influential as they would have us think. Sure, there is a negative CC system being prepped for ALD... but its also being very over-prepped. That strikes me a sign of lazy/not-smart players as opposed to a conspiracy.

But I will confess I don't understand the motives of these alleged Goon types. To me it would make more sense to find a small power and take it over - and make it succeed. Or even work to bring up some minor factions into a power. Show their true evil genius with a successful Goonswarmia. Why not do something like that? It seems far more sensible than just randomly trying to sabotage other powers. But, perhaps have answered my own question with the word 'sensible.'

So what consequences are there for a host of 5th column agents within your ranks that are undermining your empire?
How is it in any way realistic for people to come and go in your faction, and basically set fire to your camps, without any reprisal?

In practice though I don't know who would be making these decisions and by what set of criteria. Adding a player-nominated eject-from-power ability, for example, just strikes me as something that would lead to far more trouble than it solves.

Frontier, if they did it, would need some set of specific actions. Some players are not working PP very well, they are doing dumb things to get credits. In real life this amounts to the same thing as sabatoge - it has the same end effect - but, we're playing a game here. That seems a harsh reason to eject people from a power. That also seems like something that would end up producing massive headaches and drama that exceed the positive effects.
 
This same tactic was used against Archon's faction late Wednesday night last week by Mercs of Mikuun and Test (now known as Interstellar United). Our faction was just familiarizing ourselves with PP mechanics and I was genuinely enjoying it . I can confirm how effective this strategy is when a group with significant numbers and the credits to sink into fast tracking is operating in this manner. They were able to promote a loss making system named Wu Chelki into the top spot for expansion. As the move was performed late at night, we were unable to organize a counter movement in time. Our only saving grace was that the servers had crashed and the expansion was reversed. From various reddit threads it was discovered that the Devs were in favor of this tactic and were basically egging on their golden child player group, Mercs of Mikuun, to do this: http://www.reddit.com/r/EliteDanger...controversy_will_persist_indefinitely/cs66vr5

This sort of caused myself and a number of others to lose faith in PP and FDev as there is no practical counter to it. If performed consistently these groups can pretty much render any power useless and use them like sock-puppets. FDev in their shortsightedness are condoning this behavior and are ruining PP themselves. I and a few others have lost interest in PP and will just be farming merits to collect special weapons and payouts and nothing more.

People that are applauding this tactic have probably not been on the receiving end of it to experience how completely powerless genuine members of a faction are to prevent it. Fdev should really consider renaming it to Powerless Play
