I just had a fight vs another player in my FDL, the other player was using an Imperial Courier, after hitting them several time with 3x frag weapons and beam laser for several seconds I noticed their shield is not going down at all, even if I know Imperial Courier has a high Mj shield, I also know that it doesn't have internals above class 3, how is it possible their shield was like that ? I had fights vs FDLs , FAS and many other bigger ships, their shield even if strong was going down at least a little bit, this player in Imperial courier seemed invulnerable until I chated him, then next hit his shield went down just a little bit but certainly not enough considering I was using frags + beam, I suspect the guy was blatantly cheating, what do you think?

a courier can get crazy high shield values .... 800 MJ, with prismatics and boosters. my pve FDL has 620.
a courier is a really small ship. in most case your frags will just hit it only partially. a single hit of a gimballed c2 frag cannon will cost him 14 MJ shields - e.g.: nothing.
class isn't the important number in shieldstrength, each ship has a differrent base value, hullmass plays also a role with diminishing return.
and then there might be lag.
so, I'd say - most probably you have been simply outflown. if you chatted with him already, ask him for a rematch, and maybe he might teach you a thing or two.
if you supect a cheat, file a ticket: https://support.frontier.co.uk/ , so FD looks into the file. it's good to get this things out of your head. i had suspection of being cheated twice, and in one case support could answer me frankly, that i wasn't most probably cheated - felt much better, to be outsmarted and killed, instead of cheated and killed
I fought a wing pair @ Eravate last week... one flying an I-eagle, the other in a Courier.
An interesting moment came when I had the Courier's shields down, and got him to ~92% hull ... and after that, I was completely unable to inflict any damage to him whatsoever - full lasers @ 800m, no damage.
I suspected hacking, so reported him. No idea if he was cheating, or if it was a glitch. But it was odd.

Thank you for the answer, I reported him through ingame report and asked FD to investigate, maybe it is as you say and my frag only hit partically, but laser was hitting, so it is suspicious his shield was that strong, I interdicted many other ships after him, other ships take correct damage apparently, even a Viper MKIV I interdicted was taking damage when hit, so I don't know, FD will look into that
If you were not hitting him with frags literally point blank I can guarantee they would be absolutely useless. With such small profile and at a distance they were inflicting barely any damage.
It's hard to judge from your story how effective were your aiming skills, and how much time you had on target. Knowing that skilled pilots can make Courier incredibly effective at maneuvering you could just have him in your sights for few seconds at a time. Which would be not enough to deal any significant damage to a properly shielded Courier.
I wouldn't exclude cheating, but it's really hard to tell how the fight really went from your story :/
Little immodest question - do you consider yourself a good PVP pilot?)

Knowing that skilled pilots can make Courier incredibly effective at maneuvering you could just have him in your sights for few seconds at a time. Which would be not enough to deal any significant damage to a properly shielded Courier.

I used to fly a lot the Courier and even a bad pilot like me, can kill pretty regularly vultures. Few times i manage to kill pythons and only one time an FDL. Most of the time the pilots will say: a courier, yupee easy prey, let's kill him!
On the other hand one guy with a ViperMK3 almost kill my beloved courier, but on my defense it was Cilit Bang, a pilot way over my league.
