As of February 6th 2017 you can rank grind with federation here:
OCHOSI system to CHAKPA system and back
Basically just go through, pick up the data transfer missions at the 2 outposts and planet in one system then go and deliver and pick up missions at the other systems outpost and planet and back again.
It took me around 9 days but ground from cadet to rear admiral. It was still good as of this morning. Made around 174 million credits doing this.

***Note: 3 of these are outposts so you'll need a small/medium ship to land at them. 2 are planets so you'll need horizons to be able to land at the planets as well.
