Newcomer / Intro Federation missions

There are hundreds of federation systems, pick one.
They are all equally good to gain rank in.

What do you mean? Federal rank progression or just for federal faction?
If you are asking for rank progression, there is no good station. You need to do some missions for minor Federal factions. Once your reputation with those factions start to grow, rank progression missions will start popping up.
If you are just looking for any missions, the chances are better in high population economies. You may also want to bounty hunt a bit and cash the bounties at Fed controlled station to get your reputation up.
You need to gain a reputation in the federation first - run missions in federations space
Any Fed system will do to gain reputation with them. Just do missions for them or kill wanted npcs for Fed factions.
But if it helps you, for whatever reason, i always enjoyed playing in LTT 15574. I called Haxel Port home and did several missions there. Whenever a mission for the federal navy popped, i did it. And i also like farming the severel RES sites in that system. And if you like playing in Open there's lot of player activity there.
