That's minor roleplay... Plebs, or to give them their full title, Plebians, were political movement in opposition to the elite of ancient rome. Ergo anyone opposed to the will of the, in this case Roman rather than Achenar, empire, was ipso facto a pleb, because they were in opposition to the will of the ruling elite.

I noticed this, was getting battered at the Gut so boosted away to get a better line and found I had 4 Feds on my back, that was what was battering me not the Gut at all, lost them and went back, much much quieter.
Although I did have a harder time finding the HR on the Gut than the Imp one, frist time id done a Fed one though so with practice, although some of them are more awkward to get at thats just good ship design imo.
I tried, I know in the Alliance this would have been the goal and wed have lolled doing it, then gone for Tier 4 but not made it, but still had fun.
I noticed the opposite from the Imps, sit back and complain bar a few plucky individuals it seemed. I went for Tier 3 and so did they, shame we didnt get more help....

The Empire should try presenting evidence, working within the agreed Treaties and sticking to legal efforts, theyd get much more support. Labelling all the Marlinists as Terrorist and NMLA bombers just isnt working....apart from recruiting for the NMLA

Its was a lot easier to get a higher CB fighting for the Imps than the Feds.
Imps had Clutters worth 37K, Feds had Pythons worth 137K, T9s 120K+, Corvettes 130K+. Took me twice as many CZ for the Feds than than Imps to get the same CBs. That was over a few High CZs only, was shocked at how low value Imp targets were. Obviously anecdotal and possibly instancing. YMMV.
Sounds like you just got lucky. I rarely get more than 50-60K for those sorts of kills.
