Fill Flat Rides?

This has probably been answered before, but I can't find it so I'd appreciate a link:

I have two flat rides, Rocktapus and the Tea Cups -- their queues are full enough to fill the ride twice over, but when the ride starts about a third of the cars are empty. How do I tell the ride operators to fill the ride before starting it? :S Thanks!

You can change the load rules in the operation menue of your ride. Set it to full load any all cars should be full

In addition to setting the ride for full loads, you also have to make it wait long enough to fill up before starting again. For the majority of flat rides, the minimum time is about 1 minute, mostly due to the distance the prior load of peeps has to walk to get off the platform. Then you need to set the max wait time to be somewhat longer, in case the queues aren't totally full all the time.
