This is not accurate. Only some missions provide them. Some Restore missions require you to "Source a Power Regulator for X" which means you have to go find one.It’s supplied to you via the mission giver. You can find it in your inventory.

There is often a used power regulator inside a locker in the PWR building, don't know if it works because I am just farming materials in settlements that are powered down, I fly to a station, search in the mission board and then fly to the settlement without getting the mission. Why should I ruin my reputation because I can't complete the mission anyway because of the "failed to connect to mission server"-error..... Restore Power missions are some of the few that hand-in ok for me. I farm data at the crashed sattelites. If I want to make money I can sell all the drugs I found to an anarchy system, the price is 125000 for each Push or Hush or Lazarus, and I have more than 200 of them, 25mil is just a peanut, but I need the inventory spacethe hard thing to collect is the data,

They go into the housing, but will not fully power the settlement.You can get one from the crashed SUV outside (the crashed car). Underneath you cut open the power area and take the regulator.

So SRV's are sold to commanders as a loss-leader, to get us all stuck with having to purchase expensive power regulators for them when they break down, in the same way that printers are sold at a loss, with the manufacturer hoping to make the money back on expensive ink / toner...Because that'd be free money, that single component inside all SRVs, is worth more than the SRV itself.
