Right now if you don't have a no-bio, no-volcanism rocky body in your system the only viable way to get at least the three main metals (Al, Ti, steel) is to build a High Tech surface outpost and a refinery hub because High Tech seems to be less antagonistic to Refinery than Industrial and Terraforming.
Not really related to the thread topic, but no-bio, no-volcanism, high metal content or metal rich worlds work pretty well too, as extraction doesn't consume any important refinery products. Refinery consumes most of the extraction products but we didn't care about them :)

Yeah, ELW-s and WW-s with just one orbital slot would not be useful as industrial power centers. On the other hand, should they? You don't want heavy industry in residential neighbourhood, so building them out on barren moons and planets makes sense.

Right, the real problem children are Icy planets with their industrial influence. And the majority of star systems are red and brown dwarves with a bunch of ice balls around. The system I'm currently working in is one of those--a lot of orbital and surface slots (17 and 28 respectively) between 9 bodies, of which only one is (just barely) unlandable. So a really good system on paper for building a variety of stuff and getting really good system stats (it already sells almost all ships and modules), but everything non-specialized has that damn 140% Industrial influence 🙃

… and then you have the rocky ice world which is like the old toy in the corner that still has some give in it but nobody really pays attention to except that one person who takes pity on and takes it in, out of sentimentality. De facto refinery and industrial but you don’t get refinery because industrial immediately destroys it and the refinery also eats some of the industrial exports, so specializing into either makes little sense.
 
There is no need to add any new UI elements or get complicated to fix the current mess:

We have dedicated space installation for all forms of commerce EXCEPT refining yet one of the main commodities, Insulating membranes, are created only in space refineries. Why have we got to do all the messing with civilian stations to get space refineries when we dont with all the rest?

Links from bases on planets and moons should only affect bases on those bodies and those bases orbitting.
Orbital stations should be the only thing sending links to other orbital stations.

Things like geologicals should only give their bonus to industry when there are industrial stations on that body. It makes no sense for industry economy to be added just because there are volcanoes on a planet I built a bunch of mines and a refinery on.

I've got a Space Refinery on the First Construction, just for being outside a Rocky Planet.
It produces Insulating Membrane just fine, albeit in what appear at first to be low quantities.
