Fix the System Map back to provide hover over details

In 3.8, there's one major problem with the system map. The Details tab has to be selected to see planet details: namely, if a body is terraformable. Once we click the details tab, we can hover over any body and see the details. This allows us to smoothly investigate the system just by moving our stick/cursor.

In 4.0 this problem is multiplied for every body in the system. Now you have to click/select each body to see any details. Instead of just smoothly moving the cursor over bodies, we have to stop and click to get any details to update. More confusingly, the details remain for the last body clicked no matter where the selection cursor has moved off to.

Please change this back so details update when the cursor/target is over a body without needing to click/button select it.

Or better yet, give us a terraformable indicator that is visible without needing to go body by body in the first place.

The hover over was removed due to use complaints and requests for it to be removed, it's not coming back!
