That's simply a lack of detail given. There's been ample detail provided on the symptoms of this bug, in multiple threads that've now been linked here.
Fix this old bug. Cannot select anything on left side panel after getting back in ship.

The linked bug report doesn't give any steps to reproduce the problem. All they say is that it happens frequently. Since there are other people saying that it happens rarely or never, there's clearly a random factor involved.
I'm off to do some investigation, so we'll see what I can discover...
I see plenty given "steps to reproduce the problem" in the linked bug reports. Praytell where you are looking?
"Board the ship after using the SRV" isn't steps to reproduce.
However...
1. Deploy SRV
2. Select Navigation tab
3. Set cursor to 'Surface Map'
4. Select any other tab on the left pane
5. Board ship
6. Select Navigation tab
Will produce the issue 100% of the time - not 'sometimes', not 'frequently', but every time.
THOSE are steps to reproduce.
Also, deploying the SRV will resolve the issue.
I'm off to create a new bug report, in case the old one is being ignored.

If you skip step 3. or step 4. the problem doesn't occur - which is probably why it hasn't been resolved before now

I just got this bug again...quite irksome.
For me, it's simply a case of:
i) Doing prospecting stuff in SRV
ii) Return to Ship and board
iii) Check left panel to attempt navigation
iv) Entire left panel unresponsive to controls.
Edit: To confirm, as previously stated, redeploying then instantly boarding the SRV again fixes the issue.

1. Deploy the SRV again and it'll fix it.
2. Always make sure the Nav Pane cursor is NOT on the Surface Map menu
I have it on pc regularly, three different PCs, but same joystick and I don't rule out the joystick or joystick drivers being to blame, but it's an X52 and the drivers are the latest, so... Why so dismissive today, facty? Someone pee in your cheerios?
Deploying the SRV doens't help me, it usually happens while docked at stations or in space.

Doesn't happen all the time but yeah, I've had that happen too.
Log out to menu screen then back in fixed it but yeah, not just you.
PC player, normally in Open, k+m user.
I've had this bug happen frequently.
I can't seem to find it now but I know I read that one of the beta updates had a fix for the issue in the patch notes.
Beta Week 4 patch notes, under the "General" heading:

It used to be 100% reproducible, so it should be easy enough to confirm whether it's fixed.
