FD have designed FCs to be persistent across all modes and I really cant see them changing it now. I'd rather they put their time and effort into fixing the problems which seem to be caused by too many carriers and give us some better filters. Yes, you can turn them on/off in the nav panel, but that turns off your own carrier too and they all still show up in the system map.
